The English Language Requirement (ELR) was implemented in London in 2016.
To provide sufficient time for current license holders to meet the requirement, transitional arrangements have been established.
Starting from 1st April 2023, individuals who apply for a new Private Hire Vehicle (PHV) driver’s license are obligated to successfully complete both the English language speaking and listening test, as well as the SERU assessment, prior to obtaining their license.
To fulfill the ELR, drivers are required to pass a speaking and listening test, while the SERU assessment is utilized to evaluate their reading and writing abilities.
The speaking and listening test is conducted through a 15-20 minute conversation.
To conduct the assessment, individuals will visit a TfL Driver Assessment Centre.
TfL will utilize the SERU assessment to evaluate the reading and writing abilities of applicants.
The SERU assessment is designed based on the content provided in the PHV Driver’s Handbook. Its purpose is to ensure that applicants possess the necessary comprehension of safety protocols, equality principles, and regulatory obligations relevant to PHV drivers in London.

Additionally, some local councils offer free English courses or guidance on available courses and support options.
If you have a disability, you may be eligible for support or grants to assist with the cost of assessments or obtaining medical information through the Access to Work program.
